Arms Embargo Resolution
Sign the Arms Embargo Pledge
The following resolution that calls for a complete arms embargo on Israel until apartheid rule has been dismantled was passed by the State Executive Committee of the North Carolina Democratic Party on June 28, 2025.
WHEREAS, Israel is declared by Amnesty International, Human Rights Watch, B’Tselem and other human rights organizations of committing apartheid against Palestinians; and
WHEREAS, the International Court of Justice at the Hague has ruled in January 2024 that there is credible evidence that the state of Israel may be committing the crime of genocide in Gaza (1); and
WHEREAS, United States adopted the “Genocide Convention Implementation Act of 1987” which “amends the Federal criminal code to establish the criminal offense of genocide”(2); and
WHEREAS, the military resources that have been made available to Israel through annual and emergency military aid have been used to commit the crime of genocide and other war crimes in Gaza; and
WHEREAS, this could make United States military and government officials at risk of prosecution under the Convention on the Prevention and Punishment of the Crime of Genocide - Article III Section (e) “complicity to genocide” (3); and
WHEREAS, Israel has used the excuse of “self defense” to target hospitals, schools, homes, refugee camps, mosques, churches, journalists and humanitarian aid workers with US supplied weapons; and
WHEREAS, recent Gallup polling shows that Democratic voters overwhelmingly sympathize with the Palestinian people at 59% support(4); and
WHEREAS, polling shows that Democratic Party support of Israel’s assault on Gaza was the primary reason at 29%, a plurality, given by 2020 Biden voters who decided to not vote in 2024(5); and
WHEREAS, polling by Data for Progress in October 2024 showed that 62% of young Democrats support an arms embargo(6); and
WHEREAS, the billions in annual tax payer funds provided to Israel as military aid would be better used to address the needs of Americans in the United States;
THEREFORE, BE IT RESOLVED that the North Carolina Democratic Party supports an immediate embargo on all military aid, weapons shipments and military logistical support to Israel.
BE IT FURTHER RESOLVED that the embargo on military aid, weapons shipments and logistical support continue until Amnesty International, Human Rights Watch and B’tselem certify that Israel is no longer engaged in apartheid rule.
